Abstract
At section 33 UUD 1945 determine that water and earth and natural resources which contained in [is] mastered by state and utilizing to prosperity of the people. Although fishery resource is exploited as gteat as posibble for the prosperity of the people, but in exploitation fishery resource have to taken care of continuity. One of the way for exploitation and take care of continuity of fishery resource is executed with operation of fishery effort through arrangement of arest of fish and permission.
