Abstract

Indonesia is an archipelago with its marine region is the twothird of the whole region that has great fishery potency supported with its strategic position in the traffic of trade of the word as well as its geographical location. With the ratified UNCLOS III in 1982 with the constitution No.5 in 1983 concerning the ZEET so the regional width of Indonesia sea to 12 miles off to be 200 miles off naturally in creasing its fish resources potency. However, Indonesia has not maximally utilized it yet. So in this reformation era the government intends to manage the potency in earnest. This is proven with the founding of the marine Exploration Department. The problem in this writing: The attempts of the morine Explorotion Department in the utilizotion of the marine biological resources particularly the fish hauling in the ZEET and its role as well as the rule implication concerning the utilization of the marine biological resources particularly in the fish hauling. The method of research applied in this study is sociologicol-judicial namely the fields study by observing directly the current practice. The tool of data collection is the documentory study, observation and interviews with related parties. The conclusion of the research namely: there marine Exploration Department tries to build a complete organization structure and having roles in the newly formed fishery regulation in accordance with the curpent development ond attempting to offer the rules which can be well applied in the future.
