Abstract

This research is a study that tries to see the process of school operational fund management at elementary schools in Tanah Datar regency and its affect on students' learning out come. This research is intended to answer two main problems: how is the accountability, transparency, participation of citizens as students' parents on school operational fund management at elementary school, is there any effect of school operational fund toward students' learning oul come at elementary school in Tanah Datar regency. The purpose of this research is to know the description of accountability, transparency, participation on school operational fund management and also its affects toward students learning out come at elementary scool in Tanah Datar. This research is qualitative and quantitative research which apply survey methode by using questioners, observation on the data and interview. The analysis which is used in this research is simple regression. The result of this research shows that Accountability, transparency, participation on school operation fi.rnd management is on the "good' category and the participation of students' parent is on the "fair" category. On the quantitative research is found that school operational fund gives positive effects and significant toward the development of students' learning out come at elementary schools in Tanah Datar. The level of correlation between school operational fund and student's learning out come is very significant with correlation coefficient 0,409 and free variables to identified variable 16,7 % meanwhile 83,30 are influenced by other variables out of this research variable. The result of this research is also concluded that partially school operation frrnd is quite influence and gives a meaning with the development of students' scores. School operational fund does not give any effect and it is not significant toward students graduation.
