Abstract
This paper concerned with the issue of the most cost effectiveness way of improving access to education in junior secondary school level (without decreasing quality) especially for poor household. We compare between the alternative Boarding School for chilld drop out with SSA (SD-SMP-Satu Atap) and SMPN Programme. Using cost effectiveness methode, we find that Day School type are more cost effectiveness than SSA Programme. We also used Mincerian model to estimate private benefits and valuation political partisipation in rural development to estimate social benefits, and we find that all the Boarding School type can gave an advantage compared SSA or SMP Programm on the discount rate level 12 %.
