Abstract

The National Development Target in education is the increasing of access to education and quality of education. Amount of civillian who access basic education have been specified in RPJM of West Sumatra Province 2006 – 2010. One of achievements indicators is the increasing of NER (Net Enrollment Ratio) become 99.56% in SD/MI (elementary school) and 76.52% in SMP/MTs (junior high school). The intention of the research was to assess the availibility basic education facility in West Sumatra in 2005, and estimate the need of the education facility at basic education until 2010 in the effort attainment 9 Year Education Program. Result of research indicate that 9 Years Education Program will not be achieved in 2010 in West Sumatra Province. In district around West Sumatera Province only Bukittinggi, Padang Panjang, Payakumbuh, and Solok (town) which have completed the target of 9 Years National Program. Padang has achieved the NER at SMP/MTs as specified in RPJM but it was estimated that this town will not yet complete the target of 9 Years Education Program in 2010. Solok and Pariaman were estimated only achieve NER in SMP/MTs that specified in RPJM West Sumatra Province. Other Sub-Provinces were estimated not achieve NER at SMP/MTs in 2010. Availibility of class and school in elementary school in 2005 still not yet been exploited in an optimal fashion while at junior high school some sub province need the addition of class and school units. To anticipate growth of resident up to 2010 the addition of new teacher will not be needed. We needed to make-up of extension of service in basic education so that the access to basic education will not become the problem to complete the target of 9 Years Education Program.
