Abstract

Poverty can be sensibly identified in terms of low economic condition of human life. However, in such a poverty perspective, it would be of functional poverty problems of physic and technique related to the sh1ggish and ineffiCIent economic within a community. This is the origin of poverty problem as there is evidence that developing economic of community by increasing its economic efficiency does not really decrease the poverty. Infact, as the study assumes, the poverty problem has been going beyond the poverty functional variables, the so-called poverty fundamental variables consisting of ethical system of economic behavior. Discussing poverty problem in the context of nagari, it seems that povcrty 18 tv be related to ethi~al sy.c;tem (nloral obligation alLo deliberation) of anak nagari, akhlak of nagari members. To be recognized as an ideal type, a nagari has to provide 'social security system', that is mainly cultural and local mechanisms to protect anak nagari from poverty risks. By this reason, to oppose the poverty in nagari is to do first with fundamental variables of poverty. Functional entities of poverty are only derivatives of the fundamentals. Based on this review literature study, it is suggesting to observe the economic transformation of nagari that has brought about poverty in the light of its poverty fundamental variables. These are not pondered by most literatures.
