Abstract

Penelitian ini bertujuan untuk mendeskripsikan kinerja Pemerintah Kecamatan Padang Selatan dalam pelaksanaan program e-KTP di Kecamatan Padang Selatan. Sebagai salah satu Kecamatan yang telah menjadi percontohan nasional dalam proyek percontohan e-KTP pada Tahun 2009, diharapkan Kecamatan Padang Selatan dapat menunjukkan kinerja yang maksimal dalam program e-KTP Nasional yang menyusul setelah proyek percontohan tadi. Namun, dalam pelaksanaan proyek percontohan, Kecamatan Padang Selatan menunjukkan kinerja yang belum maksimal terlihat dari tidak tercapainya target yang ditetapkan Pemerintah Pusat. Permasalahan ini diharapkan tidak terulang kembali pada pelaksanaan program e-KTP Nasional. Metode yang digunakan dalam penelitian ini adalah deskriptif kualitatif. Teknik pengumpulan data yang digunakan dalam penelitian ini adalah wawancara, observasi dan dokumentasi. Kemudian untuk melihat kinerja tersebut dari hasil penelitian, maka dilakukan teknik triangulasi. Penelitian ini menggunakan konsep yang peneliti turunkan dari teori Hersey, Blanchard dan Johnson yaitu teori satelit kinerja organisasi. Berdasarkan teori yang peneliti gunakan ini, kinerja organisasi diperoleh dari integrasi kelima faktor yang terdiri dari : pengetahuan, sumber daya bukan manusia, posisi strategis, proses kemanusiaan, dan struktur. Apabila kelima faktor tersebut berada dalam kondisi yang baik, maka dapat disimpulkan bahwa kinerja organisasi yang bersangkutan akan maksimal, dan sebaliknya. Hasil penelitian ini menunjukkan bahwa kinerja Pemerintah Kecamatan Padang Selatan dalam pelaksanaan program e-KTP masih belum maksimal karena masih bermasalah pada faktor sumber daya bukan manusia yaitu pada indikator peralatan dan pada proses kemanusiaan khususnya pada indikator nilai, norma, dan sikap petugas. Selain itu juga bermasalah pada faktor struktur terutama pada indikator sistem informasi yang mengakibatkan target akhir Kecamatan Padang Selatan dalam perekaman data penduduk yang masih tertinggal dari kecamatan lainnya yang ada di Kota Padang. The objective of this research is to describe the performance of Padang Selatan District in implementing electronic ID card (e-KTP) program in the Padang Selatan Distric. As a one of district which has been national sample in pilot project of e-KTP program in the year 2009, Padang Selatan District is expected to show maximum performance in the National e-KTP program that followed after the pilot project earlier. In the fact, the implementation of the pilot project, the Padang Selatan Distric has not yet been able to present a maximum performance seen of not achieving the targeted number as planned by the Central Government. The problem is therefore expected not to be repeated in the implementation of National e-KTP program. The method used in this research is descriptive qualitative. Data collection techniques used in this research were interviews, observation and documentation. Then to see the performance of research results, then conducted data triangulation technique. This research use a research concept elaborated from the organizational performance satellite theory by Hersey, Blanchard and Johnson. According to this theory, the organizational performance will be achieved if five integrated factors are fulfilled, namely: knowledge, human resources, strategic positioning, human process, and structure. When the five factors are in good condition, it can be concluded that the organizational performance will be maximum, and reversely. The result of this research indicated that the performance of Padang Selatan District Government in implementing the e-KTP program is not yet maximum because still have problem at non-human resource factor that is at equipments indicator and human process particularly at value indicator, norm, and officer attitude. Besides, that also have problem at structure factor particularly at information system indicator, also plays a role in the failure which then leads Padang Selatan District to an inability in achieving final target of recording people’s data, and the district is left behind compared to other districts in Padang City.
