Abstract
Abstract
The economic crisis in Indonesia caused the adverse Small Industries (SI) growth. In fact, some SI
became bankrupt because of the order lacking, for instance, small manufacturing industries that
producing spare part in Padang. SIS’s failure to compete in supplying the spare parts of PT Semen
Padang is because SI lacked the entrepreneurial skill. The government was unable to create the
policy to develop the SI due to the lack of entrepreneurial skill indicator. Therefore, it is necessary to
determine the ability of entrepreneurs to facilitate the government in making policies that SI may be
able to compete with larger companies. The research method is to apply Quality Function Deployment
(QFD) and SWOT analysis for the policy formulation. QFD is to identify the consumer needs and its
relation to the characteristics of the techniques provided by the government. So that the final results
obtained from this method are critical competencies that should be developed first. The linkage of the
consumers needs and the technique characteristics was describe in the House of Quality (HOQ) .
Futhermore, SWOT analysis has formulated four strategies that can be implemented for 10 years. This
research has proposed 25 indicators that represent the entrepreneurial competencies of Human
Resources (HR), finance, and research and development. The formulated strategies were composed
SO strategy (five strategies), WO strategy (seven strategies), ST strategy (seven strategies) and WT
strategy (five strategies). The strategies implemention will be performed for 10 years which is
reflected in the strategy architecture.
