Abstract
This research describes and explains the cooperation of Mekong river utilizations through the Mekong River Commission (MRC). MRC is the intergovernmental organization which is established by Cambodia, Laos, Thailand, and Vietnam for management of shared water resources and sustainable development of the Mekong River. The upper states of the Mekong River, China and Myanmar are the MRC’s Dialogue Partners. This research uses the perspective of Institutional Neoliberalism and Cooperation Continuum’s concept to describe and analyze the mechanism of Mekong water resour utilizations. The Cooperation Continuum has been started from Unilateral Actions to Coordination, Collaboration, and Joint Action. The result of research shows that the Mekong waters with complex structure of interest has became the creating factor of cooperation among the countries. This cooperation became more progressive and constructive over time. Based on the Continuum, MRC cooperation in managing Mekong water utilization clearly coordinated and more collaborative. MRC currently is carrying the framework of cooperation from Collaboration to Joint Action phases. Action Plan both national and regional levels are being designed by the MRC at this time. The results also show that the MRC cooperation with Dialogue Partners have been increased from time to time. Eventhough as Dialogue Partners, not full members of MRC such as Cambodia, Laos, Thailand, and Vietnam, China and Myanmar have shown a very cooperative behaviour in working with the MRC.
