Abstract

The aim of this research is to see Poland’s compliance to European Environmental Policy (EEP) as one of policy that had been established by European Union. EEP was established to control the member state of European Union in order to prevent the environmental damage and to increase the quality of life of people of EU. Poland as a new member state which became a part of EU along with 7 other Central and Eastern Europe’s (CEEs) countries in 2004, according to ‘acquis communautaire’ has to implement every part of EU regulations and policies, which one of them is European Environmental Policy. As a country that does not pay much attention to environmental problems, the process of EEP’s implementation is a challenge itself to Poland. This research uses the approach of international environmental regime to see the level of compliance of state to the policies or international treaty, then the concept of compliance to the international regime is used to analyze Poland’s compliance in implementing EEP. This research uses the descriptive qualitative methodology with the technique of library research. The result of this research shows that Poland has many infringements in implementing EEP. This infringement is proved by a number of sectors which are not well done and did not achieve some target in EEP. Therefore, Poland did not comply toward EEP because of an inadvertence in the financial capacity as a main factor that has become a barrier to comply with EEP. Actually, Poland has a high desirability in order to comply with EEP; however Poland was failed in implementing the process of EEP, with the result that Poland has to receive a number of the financial sanctions that established by European Court of Justice (ECJ) Keywords: EEP, European Union, Compliance, Implementation, Poland
