Abstract

ABSTRAK OKTRIA FELINDA, 0910833053, Jurusan Ilmu Politik, FISIP, Universitas Andalas Padang. Judul skripsi: Efektivitas Restrukturisasi Organisasi Tata Kerja Badan Penanggulangan Bencana Daerah dan Pemadam Kebakaran (BPBDPK) Kota Padang. Sebagai Pembimbing I Tengku Rika Valentina, S.IP, MA dan Pembimbing II Dewi Anggraini S.IP,M.Si. Skripsi ini terdiri dari 111 halaman, dengan 15 referensi buku, 1 berita media massa online, 1 jurnal, 1 tesis, dan 8 peraturan perundang-undangan. Penelitian ini bertujuan untuk mendeskripsikan dan menganalisis efektivitas restrukturisasi organisasi tata kerja Badan Penanggulangan Bencana Daerah dan Pemadam Kebakaran (BPBDPK) Kota Padang. Dalam menganalisis menggunakan konsep efektivitas Richard M. Steers. Terdapat tiga dimensi yang saling berhubungan yaitu; optimisasi tujuan, perspektif sistem, dan tekanan pada segi perilaku manusia dalam susunan organisasi. Penelitian ini menggunakan metode kualititatif dengan tipe deskriptif. Proses pengumpulan data menggunakan wawancara dan dokumentasi. Pemilihan informan menggunakan teknik purposive sampling. Unit analisis yang digunakan adalah lembaga, data berupa primer dan sekunder serta uji keabsahan data dengan triangulasi sumber data. Teknik analisa data yang digunakan adalah etik dan emik. Hasil analisis dalam penelitian ini menunjukkan bahwa restrukturisasi organisasi BPBDPK dari segi optimisasi tujuan, dengan penggabungan Badan Penanggulangan Bencana dengan Dinas Pemadam Kebakaran justru menyebabkan tumpang tindih dalam pelaksanaan tugas pokok dan fungsi, sedangkan dari segi efisiensi terjadi penghematan APBD, namun dengan penggabungan tersebut mengakibatkan menjadi semakin kecilnya anggaran yang didapat masing-masing bidang dalam BPBDPK sehingga menghambat dalam pelaksanaan tugas pokok dan fungsi, dari perspektif sistem, manajemen sumber daya manusia belum optimal dan aparatur BPBDPK belum memahami tugas pokok dan fungsinya. Dan pada segi perilaku manusia dalam organisasi belum adanya koordinasi dan sinkronisasi yang berjalan dengan baik akibat adanya ego sektoral, dan struktur organisasi yang kurang ideal. This study aims to describe and analyze the effectiveness of the organizational restructuring of working procedures above The Department of Area Disaster Management and Firefighter (BPBDPK) Padang City. Analyze of effectiveness concept from Richard M. Steers. There are three interrelated dimensions that are considered suitable for the analysis of effectiveness, those are; purpose optimization, the perspective of the system, and the pressure of human behavior inside the organizational structure. This study used a qualitative descriptive type. The process of collecting data is using interviews and documentation. The selection of informants is using the purposive sampling technique. Analysis units which used is institution. Form data uses two type, primary and secondary and data validity test by triangulation data source. The data is analyzed through ethical interpretation and amice method. The results analyze of this study indicate that organizational restructuring dimensions purpose optimization, due to the merger of The Department of Area Disaster Management and Firefighter cause an overlapping in the performance of duties and the function while in terms of efficiency they do save the budget of APBD, but the incorporation later lead into the decrease of budgets obtained in each field inside the BPBDPK thus obstructing the implementation of the basic duty and functions, the perspective of the system, the role of leadership in managing the organization resources are not optimal yet and the apparatus of BPBDPK do not understand fully their duties and functions, and the human behavior in BPBDPK there is no coordination and synchronization running properly due to the sectoral ego, and the organizational structure which is not ideal enough.
