Abstract
Since the overthrow of the previous regime, and replaced with the Order of the Reformation, then there has been a significant change in the implementation of government primarily related to local government. Where centralized governance model tested for conversion to a decentralized government, which is also the spirit of regional autonomy. One important sector in supporting implementation of regional autonomy is the financial area. Local government must have the financial resources are adequate so as to finance the government administration and regional development. In an effort to increase revenue (PAD) Local Government needs to make innovation and creativity, especially in managing and developing the potential that exists in the area. Sawahlunto government is one of the cities which is currently being actively and seriously to develop the tourism sector in order to increase revenue and to increase public welfare of Sawahlunto’s people. Sawahlunto has area of 273.45 km2 or 27,345 hectares .In 2004 because it was no longer used , PT.BA submited post- mining site in Kandi – Tanah Hitam area for 393.45 ha. to Sawahlunto Government, accompanied by a reclamation fee for Rp.1,283 billion, which is used as a development fund tourism object of Kandi Resort. This study is focused on the policy pursued by the regional government of Sawahlunto in developing Kandi Resort, and viewed the supporting factors and obstacles in its implementation. The approach used in this study is a qualitative descriptive method. The results of the analysis note that in order to develop tourism object of Kandi Resort created several programs and activities that are focused more to how this tourism area can be better and have more varied tourist facilities so that visitors do not feel bored and longer enjoy the attractions There, by taking into account the factors supporting and inhibiting of the implementation.
