Abstract

The shipbuilding project planning requires a high accuracy to reduce the project completion delays and cost overruns. One of the planning stage is budget estimation. Budget estimation is approximation of the cost of an activity for controlling the shipbuilding cost within a specified period. The paper show how to get new model of budget estimation for controlling the shipbuilding cost. This study begins with SWOT analysis and develop the existing models with the approach Activity-Based Budgeting (ABB) and Earned Value Analysis (EVA). The result of simulation model provides detailed information of budget and project performance based on shipbuilding activity. The model are expected to help the shipbuilding industry in Indonesia to make the budget estimation process and cost control become more easily, effectively and efficiently.
