Abstract

In developing countries in general, university i s expected to be conceiver for the development process, from planing stage to execution and evaluation. However, university i n Indonesi a can not pl ay much for the development and they role iust as a supplementary element. In tlte essay the writer discusses the "narginal role" of the university and scienti sts' behavior is they are trapped in bureaucratic cycle.
