Abstract

Abstract: The irrigation management turnover to P3A (Water User Association), as stated in PP (Government Regulation) 77/2001 on 'Irrigation', had taken placed with conditions of heavy tasks of operation and maintenance (OM) of irrigations as well as its irrigation charges,which had been to cope with by farmers. It is important to catch a lesson how to find internal funding sources for OM of irrigations in order to have "irrigation sustainable by developing irrigation water-base businesses (IWBB). Conducted in the area of Gunung Nago Irrigation System bA 2003, the research deals with: (1) the opportunity of P3A to transform environments that may create and maintain IWBB; (2) the assuredness of IWBB activities within irrigations; (3) the factors influencing IWBB to support irrigation financing ; and (4) recommendation on irrigation funding strategy.
