Abstract
Social Enpowerment Programs in fisherman community have been implemented in many ways. As far as program strategy concerned, those programs, however, still depict partial, incidental, sectoral and project-oriented characters. The programs did not bring about maximal output as a result. Based on the research, this article offers alternative strategies for society empowerment in fisherman community that are more holistic, multidimentional, integrative aN sustainable tran before.
