Abstract

The ideas of this Cooperative Development Policy with regional approach use the degree of communities involvement in Cooperative as an indicator. The development regional unit starting from "Nagari", "Kecamatan", "Regency/Municipality" and finally "Province". The objective of this policy includes , [a] to increase the members participation rate, and [b] to develop a "Integrated Cooperative Network" involved all the Cooperative movement and leads to Cooperation Conglomeration. The assistance in terms of special facilities is given to cooperative movement as along with their business activities to involve broad societies. The direct intervention of Govemment to develop the Cooperation gradually must reduced when the Cooperation more developed. On the contrary the role of the Dekopin and the Secondary Cooperation gradually must be increased to substitute the role of govemment immediately. The Forum for Cooperative Research and Development is designed to assist the Governor of West Sumatera Province to formulating the Cooperative Development Policy.
