Abstract

There is no prohibition mle in the 1945 Constitution to build the conglomeration, it only says that Indonesian government should manage the economic development for giving priority to all people through Cooperative body as said by article 33. Indonesian economic development in nowday look likes to give some advantages for conglomerate (some biggest company) at the same time cooperative as major factor of Indonesia economic affair to take aside. In order to anticipate this development should be done through legal policy which is formulated the Indonesian 1945 constitution. The cooperative must be protected for coming several years. When it strong enough to competitive with other economic players the protection should be ended.
