Abstract
Involving local institutions in the development of irrigation scheme is a necessity in the context of sustainable irrigated agriculture. This approach suggests that before the development of irrigation schemes it is very important to understand local social and culture that can succeed the development the irrigation scheme. one strategy is to apply the integrated planning approach.
