Abstract

Allocation Budget from health and education sector represents one of the investment form human development. Decision making to invest at health and education sector conducted by government in macro and by household in micro. With existence of area autonomy in Indonesia hence decision of investment by government conducted by central government and local government. This thesis focussed at study concerning human being sumberdaya invesment with analysing influence defrayal of human development conducted by central government, society and area to attainment of HDI number (Human Index Development) in Indonesia. Data at this research represent secondary data steming from Direktorat Informasi dan Evaluasi Anggaran ( DIEA, Treasury Department), BPS And Human Development Report 2004 with sampel unit province. Result of research indicate that human invesment by household at short-range give compared to bigger influence of invesment conducted by local government and also center government, whereas in the long term compared to bigger government invesment influence of household and so do defrayal by sustainability which in this research use interaction variable 2001 and 2002 yielded that invesment by local government have compared to biggest influence of other invesment. Pursuant to result of finding this research hence policy choice in quickening the make-up of the quality of human development is to through BAZIS development mount national which managing and channeling society fund from rich area to impecunious area, developing committee go to school and health and also old fellow movement take care of. All that accompanied with defrayal by sustainability by local government. Role of central government is to take care of continuity of defrayal conducted by Local Government specially area finding difficulties in taking care of sustainability from conducted by investment for example passing Special Fund Allocation of education sector and health.
