Abstract

The reposition and re-functional regulation of House of Representative can be found at regulation UU number 22 year 1999, the aim of this regulation is for House of Representative role in running the local goverment, such as forming local regulation formed through initiatives and change rights on local regulation design. This research was conducted at House of Representative in Jambi Province. The aim of this research are knowing : 1) The House of Representative role at Jambi Province in forming local regulation after they had reposition and re-functional regulation, 2) What are factors that influences the House of Representative Role at Jambi Province in forming the local regulation. Therefore, the type of this research is social law research, by seeing governmental constitutions and norms related to wish of society to the House of Representative members in forming local regulation, then it was connected to House of Representative action in forming local regulation. The result of this research shows that the role of House of Representative at Jambi Province was not dominant, it can be proved from the local regulation issued, there was the only one about House of Reprentative initiative. Moreover in running the rights of changes on local regulation design, the House of Representative has dominant role, because all of local regulation issued reflecting the pisition of House of Representative as local legislative institution. Some factors that influence it were the quality of House of Representative members, the regulation for House of Representative member and facilities.
