Abstract

Local regulation of Sawahlunto/Sijunjung District Number 22 Year 2001 on Governance of Nagari (an administrative unit under subdistrict administration) is the legal foundation for implementing Nagari governance in Sawahlunto/Sijunjung District. The regulation specifies 46 nagari(s) spread in 8 subdistrict. It is a legal sociological research, that is a field research by collecting primary data from the field as well as other relevant materials related to the research topic as the secondary data. The research finding shows that all nagari(s) have implemented Nagari governance system. They have executed nearly all authorities and policies given to them. However, they still encounter some difficulties in running their system such as : 1) limited human resources; 2) limited financial resources; and 3) limited infrastructures. In addition, the Nagari administration has another problem to face that people have no clear idea of what nagari actually is. Therefore, local administrations (District and Provincial Administrations) have done their utmost to overcome the problems faced by the nagari administration, for example : improving the quality of nagari administrators, assigning local administration staffs in accordance with their skill and competence that they can develop in Nagari, improving and increasing some infrastructures to facilitate the implementation of Nagari governance system.
