Governmental bureaucracy have important role in management a state. Autonomous phenomenon of area give opportunity to arrange the area, this is including arrangement of apparatus. In execution of area autonomy it is required a qualified apparatus. To get qualified human resource and have ability which matching with his duty area, required by plan correct human resource development. The purposes of this research are to identify problems faced by Government of Tanah Datar Sub-Province in developing of apparatus human resource and formulate its development plan. From analysis result, planned by a step policy of development of human resource of apparatus governmental Tanah Datar Sub-Province. Informer at this research is each four government officer people at three units work that are Bappeda, Part of Arranging Governance and District Five Clan. Data analyses used by SWOT method, that is seen internal factor in the form of weakness and strength and also factor of external in the form of threat and opportunity. This analysis can inform a strategy in development of Governmental apparatus human resources of Tanah Datar Sub-Province. Results of this research indicate that there are some threat and weakness beside the existence of weakness and strength in development of Governmental apparatus human resources of Tanah Datar Sub-Province. Based on SWOT analysis obtained 12 strategy in developing apparatus human resources, among others, available exploiting of data, applying of IT in development of officer, improve the repairing assessment system of labors capacity and performance of PNS and available maximizing of budget development of human resources. Strategy which is writer assume of vital importance is to repair assessment system of officer performance by using officer performance book. By using this book expected by assessment of officer performance more objective and measured. System assessment of existing officer during the time tend to is not objective difficult and measured. With existence of repair assessment system of officer labors capacity and performance by using officer performance book, can inform complete information about labors capacity a officer. The information can be obtained periodically and useful in compiling plan development of officer forwards. So that it is require to be compiled by legal fundament and also socialization in applying of this performance book.
