Abstract

Mining, specially mining of faction dig materials of C, having economic value. Beside as source of earning of area genuine, also give opportunity of work field to society. The otherwise mining also cause impact to environment in the from of damage and also pollution and contamination. Purpose of this writing is to know law regulatory of faction dig materials of C, and how law enforcement can be enforce,. Specially environmental law and enforcement of Administration. This research represent research of empiric (sosio legal research), that is laying open execution and straightening of norms in law and regulation of environment. Pursuant to result of this research can be concluded, the happening of contamination, pollution and damage of environment in Kabupaten Lima puluh Kota because straightening of environmental law, specially the straightening of environmental law of administration do not walk properly. This matter is caused not adequate of law equipment, as well as in existence willingness of local government in applying law and giving of legalistic coherent sanction which go into effect. That is also sanction of administration in UUPLH cover the existence of governmental, imposition of money force, and repeal of permit. While administration sanction in UUPLH only in form of commemoration verbally and written, all have to be formulated in an law, what till now by law about mining of faction dig materials of C did not have.
