Abstract
The development of information technology has caused world become borderless and cause social change, cultural, economics and law enforcement patterns that significantly going so fast. The presence of foreign elements in a criminal act caused the national criminal law should have a variety of provisions that giving authority to impose sanctions on perpetrators of these crimes.
