Abstract

Land is very meaningful material in human life. Whatever activities are done by human on land. Because it is very meaningful in human life, so human always makes every efforts and dominates land. Sometimes the domination of the land is striven as maximal as possible to increase life welfare. Many efforts done by land owner to defend from other side wicht disturb the right ownership of the land. The registration of land has purpose to guarantee the law certainty and law protection for righ holder. There are two kinds of the land registration of the right transfer. This land registration is done by National Land Board. The duty of its implementation is done by Land Affairs Office. This research is Sociological legal research or empirical namely it is based on primer data or the facts and problems which exist in society about registration of custom land ownership for thefist time by society in sawahlunto municipality. The result of the research indicates that the implementation of the registration of the custom property land for the fist time in Sawahlunto municipality does not yet run as it should be, because in its implemaentatiton there is found some obstacles or handicaps like the coming of protest or objection from other side on the request of society, and there are many applicants who do not yet completed the registration request reguirements of custom property land for the first time. The implementation of the registrtion of the custom property land for the first time is done based on Government Rule number 24 year 1997 article 65.
