Abstract

vi ABSTRAK Penelitian ini bermaksud untuk menjelaskan upaya pemerintah Indonesia dalam memberikan perlindungan terhadap TKI di Arab Saudi.Penelitian ini mendeskripsikan upaya pembuatan kebijakan luar negeri Indonesia berupa MoU perlindungan TKI.Kebijakan ini bersumber dari penerapan kebijakan moratorium TKI yang berdampak pada hubungan bilateral Indonesia-Arab Saudi terkait kasus TKI. Proses perumusan kebijakan perlindungan TKI membutuhkan upaya kerjasama antara Indonesia dan Arab Saudi hingga pada akhirnya mencapai MoU perlindungan TKI. Penelitian menggunakan dua kerangka konsep yaitu Kebijakan Luar Negeri untuk menjelaskan upaya perumusan kebijakan perlindungan TKI yang bersumber dari penerapan moratorium TKI yang didorong oleh sistem, masyarakat, pemerintahan dan idiosinkratiksebagai sumber kebijakan dan Diplomasi untuk menjelaskan upaya-upaya kerjasama dengan Arab Saudi dalam perlindungan TKI selama masa moratorium TKI. Penelitian ini merupakan penelitian kualitatif dengan menggunakan penjabaran secara deskriptif, dengan menggunakan metode ini dapat menggambarkan upaya pemerintah Indonesia dalam melindungi TKI.Selama kebijakan moratorium TKI diberlakukan, dilangsungkan beberapa kali perundingan dan negosiasi antara Indonesia dan Arab Saudi untuk mencapai kesepakatan dalam bentuk MoU perlindungan TKI PRT.Hasil dari penelitian ini adalah Indonesia dan Arab Saudi sepakat untuk melakukan penandatanganan perjanjian bilateral perlindungan penempatan TKI sektor informal yang merupakan hasil atau output dari suatu kebijakan luar negeri. Kata Kunci : TKI PRT, Moratorium TKI, Kebijakan Luar Negeri, Diplomasi, MoU perlindungan TKI vii ABSTRACT This research explains the Indonesian government effort to provide protection Indonesian migrant worker (TKI) in Saudi Arabia within governmental framework of Indonesia. This research describesforeign policy making process in the form of MoU protection of TKI. This policy is derived from the implementation of TKI moratorium policy that affect of bilateral relation between Indonesia and Saudi Arabia. Protection of migrant workers policy formulation process requires a cooperative effort between Indonesia and Saudi Arabia to reach MoU protection of TKI.This research use two conceptual framework, which is Foreign Policy to explain foreign policy decision making process originating from the implementation of moratorium TKI policy within systemic, societal,governmental, and idiosyncraticas source of policy and Diplomacy to explain cooperation and negotiation with Saudi Arabia in moratorium TKI phase to reach MoU protection of TKI. The method use in this research is qualitative with descriptive analytical elaboration, where by using this method can describe the effort of Indonesian government diplomacy to protect the TKI.During moratorium TKI implemented Indonesia and Saudi Arabia arranged several meetings to reached TKI PRT protection agreement. The result of this research are Indonesia and Saudi Arabia is agreed to conduct bilateral treaty signatories protection of migrant workers in the informal sector as the result or output of a foreign policy.
