Abstract

i ABSTRAK ?Kebijakan Pemerintah Irak terhadap Etnis Kurdi? Penelitian ini menggambarkan dan menjelaskan kebijakan Pemerintah Irak terhadap Etnis Kurdi khususnya tahun 1979 – 2013. Penelitian ini menggunakan perspektif konstruktivisme dengan beberapa konsep dasarnya seperti agen (agent), struktur (structure), identitas (identity) yang dibangun oleh beberapa aspek (nilai, norma, agama, ideologi dan lain-lain), kepentingan (interest) dan praktek (practice) yang di dalamnya terdapat penyaluran gagasan yang diyakini bersama (shared idea). Salah satu bentuk practice ini adalah kebijakan Pemerintah Irak yang didominasi oleh Etnis Arab terhadap Etnis Kurdi sebagai sub-state identity di Irak. Temuan penelitian menunjukkan bahwa adanya pengaruh identitas dari masing-masing agen terhadap munculnya kebijakan tersebut. Diantara bentuk kebijakan Pemerintah Irak tersebut adalah penyerangan langsung Pemerintah Irak dengan mengerahkan pasukan keamanan seperti Kampanye Anfal, mengajak Etnis Kurdi bekerjasama dengan tujuan memunculkan konflik internal di dalam Etnis Kurdi, beraliansi dengan pihak luar dan membuka peluang politik bagi Etnis Kurdi di Irak setelah invasi tahun 2003. Dalam perspektif konstruktivisme, identitas adalah hal yang penting dalam melihat fenomena hubungan internasional. Diantara aspek yang membangun identitas dari Pemerintah Irak dan Etnis Kurdi adalah agama (Islam dan Yazidi) serta ideologi (Partai Baath, Partai Syiah di Irak dan Amerika Serikat). Aspek tersebut akan membangun identitas dan menimbulkan kepentingan (interest) dari Pemerintah Irak seperti mempertahankan eksistensi Etnis Arab dan menekan Etnis Kurdi. Kepentingan ini kemudian akan bermuara kepada practice yang di dalamnya terdapat shared idea. Itulah yang menjadi penyebab adanya dinamika kebijakan Pemerintah Irak terhadap Etnis Kurdi. This research describes and explains the Iraqi government policy to the Kurds, especially from 1979 to 2013. This research uses a constructivism perspective with some basic concepts such as agent, structure, identity which built by some aspects (value, norms, religion, ideology and many more), interest and practice which there is a distribution of ideas are believed in general (shared ideas). One form of practice is the Iraqi government policy which is dominated by the Arabs to the Kurds as sub-state identity in Iraq. The finding of this research suggest that there is influence of the identity of each agent to emergence of policy. Among the forms of the Iraqi government policy are: direct attack to the Kurds from Iraqi government by deploy security forces such as the Anfal campaign, invite the Kurds in cooperation with the purpose of eliciting an internal conflict within the Kurds, made alliance with other state and political opportunities for the Kurds in Iraq after the invasion on 2003. In constructivism perspective, identity is important in view of international relations phenomenon. Some aspects that establish the identity of the Iraqi government and the Kurds are religion (Islam and Yazidi), ideology (Baath Part, Shi’a Party in Iraq and United States). That aspects will construct identity and create interest from Iraqi government like maintain the existence of the Arabs and pressing the Kurds. Interest will empty the practice which there is shared idea in it. That’s becoming cause of dynamics policy of Iraqi government to the Kurds.
