Abstract
Small and medium enterprise (SMEs) have played an important role in economic development either ini developed countries or in developing countries like Indonesia. SMEs will mainly contribute to the employment opportunities, technology transfer, and poverty reduction. Considering of their signigicant contribution to the economic development, Indonesia government do have many policies and program to encourage SMEs develop and growth further. Program Bapak Angkat in one of measure adapted by Indonesia government to enhance SMEs performance by asking State owned company to provide assistance to SMEs in many ways; such as marketing opportunities, credit facility, training and promotion. The objective of this research is to find out the effectiveness of this program in improving the performance of SMEs in West Sumatera. There are 251 SMEs as the respondents of this study coming from five municipalities in West Sumatera, they consist of 226 respondents that are not including in the program and 25 of them include in the program Bapak Angkat. Using descriptive analysis, this study found out that Bapak Angkat program does have contributed to the improvement of SMEs financial performance.
