Abstract

Principally, the main aim of autonomy regulation is to carry out the government services closer to the community, by the decentralization regulation, family planning program should achieve better result and the community control to the government becoming stronger and reliable. This research has been done in Sijunjung Regency, West Sumatera Province. Qualitative method has been chosen to analyses the result following the case study. Meanwhile, the object of the research is the Government of Sijunjung Regency. The proposed of the research is to understand the influence of applying the autonomy regulation to the family planning program in Sijunjung Regency. The basic theory that is used in this research are: ‘public service theory’ from Rondineli and Cheema, ‘bureaucratic effort theory’ by David Osborne and Peter Plastrik with the analogy formula of government system as organism formed by DNA, also from public policy theory which is ‘effort measuring system’ introduced by Mardiasmo and Bastian. The result shows that the implementation of the policy of family planning during last 5 years period is run not smoothly, it is found that there are still many problems occur in the field. There are three factors causing these problems: Firstly, the main problem found in the field causing the delay of maximum result of family planning program to TFR are: lack of infrastructure, lack of budget, lack of capability staff, lack of choice of contraception availability, less action of family planning adviser in the field, there is no mechanism of advising the villager institution in guiding the family planning member. Secondly, from processes point of view, there are still many factors affected family planning program progress, 1) less effort of bureaucracy, 2) Family thought in choosing the method of short term contraception (non MKJP), 3) low quality of family planning service, lack choice of contraception availability and also problem with culture contradiction, 4) there is no progress of KIE factor and counseling because less optimum of PKB and IMP. Thirdly, base on the result of the achieved target of family planning, the program is success, however new family planning program and guidance of active family planning member does not give an effective effect of reducing of Total Fertility Rate (TFR) or reduci ng of population growth (LPP). Therefore, there are few recommendation in order to response the reality, which are: Firstly, it is urgent to review and evaluate the implementation and organizing the family planning program, planning and operation processe s of the program, high commitment of executives and legislative, comprehensive and objective study are needed in order to form the institution of family planning department. Secondly, Authorisation the main task and responsibility of the family planning institution need comprehensive study based on task load, funding support, the relationship between local government, provincial government and central government, as a result infrastructure, budget support will acceptable with the task load, follow the norm, standard, procedure and criterion (NSPK) and minimum service standard (SPM). Thirdly, open management is needed in related to apply the main task and function of organization followed by improvement of working habit of bureaucracy. Fourthly, consider of improvement efficiency service to the community by fixing the bureaucracy organization, revitalization, also the reliable of service cost.
