Abstract

During new order regime, public participation not appear so that development only based on government agenda. Top down planning most popular than buttom up planning model. ln fact, development which is executed through this model abolished public pafticipation. As a consequence, development which is implemented has not been suitable with the society wish. Therefore, this anicle aim to elaborate dimension of public participation of urban poor in local autonomy. Focus this article ls economic and political dimension of urban poor in development. Economic and political dimension of urban poor will be related to the concept of interest, value and power involved in development. Since urban poor has economic orientation to fulfill their needs so that their motivation will be identified with their activities in development.
