Abstract

The regional development issue is one of the subject matter for Dharmasraya Regency, nowadays. As a new regency, it was proyected to be come “expectation area” for it’scommunity toward the governance and development implementation effectiveness, this region needs that to be planned the it’s development since the beginning time. The regional development must be realized in the generalization of development result and the balance of regional developing accord to regional characterictic and potential economic sectors. This case is relevant to the basic purpose of regional extention as one of the local government or public intervention to guide and arranggate the regional development in order to better for the future. The aims of this research are to identify the economic basic sectors in sub regional which have synergic potential each other, to analyize where the sub regional most optimal to specify as an economic growth centre and public services centre, and to formulate the regional developing strategy of Dharmasraya Regency foreward that combine the economic growth and the development generalization based synergic potential of the pertinent sub regional. The researching result shows that sectorally, synergy potention in Dharmasraya Regency can be implementated on the all of sectors, and specially, it is folded the four sub-districts on this time as the synergy place of inter subregions development policy. While, the most adventage of synergy probability on the four sectors that be integrated with the regional potention of Dharmasraya Regency; agriculture sector, mineral and diging sector, electricity, gase and water supplysector, and building sector. To be invented too that the most optimal city to be choised as a growth centre is not al of once as a service for Dharmasraya Regency. Here is the potential subdistrict to be developed as the optimality growth centre is Koto Baru Subdistrict and the potential subdistrict to be developed as the optimality service centre is Pulau Punjung Subdistrict. Based on this research, can be concluted and formulated a regional developing strategy as a combination of the some developing approach that be realized in the developing strategy of capital city as a public service centre, the strategic city developing as an economic growth and production centre region, developing synergicity of regional based sector, and regional accessibility development. It should be realized into regional development planning of Dharmasraya Regency forward (district rule). Especially, 10 programs that not be accommodate yet in the Middle Local Development Planning of ( MLDP) Dharmasraya Regency 2005-2010. Kata-kata Kunci : strategi pengembangan wilayah, identifikasi potensi wilayah, pusat pertumbuhan ekonomi, pusat pelayanan publik, sinergi pengembangan potensi wilayah.
