Abstract

This reseach aims to reveal crisis in land sector, especially adat land (ulayat) and social life in Nagari Kafaping that caused development international airport and how the solution. The data shows that. the crisis of adat land in Nagari Kataping relate to some factors; First. the weakness control of Rangkayo Sampono to anak kemenakan nagari and kapak randai connect to the transfer authority and land authority. Second, adat regulation explain that Rangkayo Sampono can give the outhority to another if for five years over pass on the land (kabau tagak kubangan tingga).lf cause on the overlapping of land's owner. Third, the interpretation of adat regulation of luak about ulayat land (pusako tinggi) which is considered as the property of clan (kaum). in fact there are no (pusako tinggi) in Nagari Kataping. Forth, the changes value of land because of the development intervention. as a main factor of the conflict. The social unrest which were happened from those development are; First. the compensation is paid regularly and take a long time. the fitst phase compensation is lower than the next phase. with tre result that some first phase receiver protest the compensation that they received. Second, the mistaken payment of compensation to receiver. Third. uncompatibility of government promises and development executor to give a priority to locd people in ecceptance workers of airport development project. The solution process of land conflict relate to the role of Rangkayo Sampono as the one authority of adat and biang manabuk gantiang mamutuih in Nagari Kataping. If the solution could not be found in adat level then it will be done on law procedure. Key Word : Adat land crisis-social unrest-solution of the problem
