Abstract

Development is regarded as a pranned change. As a matter of fact, such development mostly does not arrive at formulated goals. There are a number of constrains that hinder the development process. If means that developmenf is a simple practice, rather complicated one. The situation becomes more difficult when sectors of development are implemented according to their own ways without any good enough coordination. The failure of development is mostly caused by disregarding special characters of society where development process fakes place. Therefore, development should take into account local participatian from local community.
