Abstract
Agrarian conflicts have occurred in many places across Indonesia recently. The Indonesian government attempted to resolve the situation by introducing the law no. 9/1999. This article shows that in West Sumatera this law is not accepted by the local community to resolve agrarian canflict. It will analyze local people's reasons behind their rejection to the law.
