Abstract

There are many issues in Indonesia big cities. It relation each other look like very croweded of threads. Very limited and high priced of urban space, while the number of migrant day by day became bigger, so that the resutt of urban facilities making uncapability to served the need of population. The are many action to solve the problems by government such as ; the traditionat policy inner of city i.e KIP (Kampung Improvement Project), apartments, and the utilities of integrated housing units, also outward of city boundaries policies. The second policy is cooperate between government ond private sector to develop the housing for new town. The new town projects begin since 1950s, but different in goals and strategy in the new town. The differences include : forming concept of new town, organizing of government administration, the city satellite, and the city indusiriat etc. Now from several concept of new town, we need to arrange one matching concept about development of new town to answer the issue. According to issue, this writing will study in detail about how to constituting institution alternative for taking action organize new town and the result will have the integrated between institutions and the harmonization of new town deveropment contains planning, or ganizing and legalizotion.
