HOTEL KOTA PADANG
MENGGUNAKAN METODE SWOT-BALANCED SCORECARD

Abstract
ABSTRAK
Indonesia memiliki keindahan alam dan ragam budaya yang melimpah,
sebagai keunggulan pariwisata, yang berkontribusi besar pada perekonomian
bangsa. Kota Padang sebagai salah satu daerah pariwisata Indonesia,
merupakan pusat pemerintahan Sumatera Barat yang memiliki berbagai fasilitas,
dan daya tarik pariwisata. Sebagai fokus pembangunan dan perekonomian kota
Padang, sektor pariwisata membutuhkan pembenahan dan peningkatan pada
objek kajian perhotelan. Kebutuhan panduan sistem manajemen kinerja bagi
Premier Basko Hotel, dikarenakan belum adanya sistem manajemen kinerja
khusus bagi hotel. Selama ini hotel hanya bergantung pada target laba, dan
penggolongan kelas hotel dari PHRI, sebagai bentuk usaha peningkatan hotel.
Diperlukan suatu bentuk sistem manajemen kinerja, yang dihasilkan dengan
mempertimbangkan sisi eksternal dan internal perusahaan, dalam meningkatkan
kualitas dan daya saing, dari perspektif finansial dan nonfinansial perusahaan.
Sehingga rumusan key performance indicators pada sistem manajemen kinerja
Premier Basko Hotel, diharapkan dapat menjadi panduan bagi sistem manajemen
kinerja hotel, yang berguna dalam merencanakan strategi, mengorganisasikan,
mengendalikan, dan mengevaluasi perkembangan kinerja Premier Basko Hotel.
Penerapan analisis SWOT dengan metode balanced scorecard, pada
perancangan sistem manajemen kinerja Premier Basko Hotel, memiliki suatu
keunggulan analisis aspek kekuatan, kelemahan, peluang dan ancaman dari
perspektif keuangan, pelanggan, proses bisnis internal serta pembelajaran dan
pertumbuhan. Metode tersebut dimulai dengan wawancara pengumpulan
informasi strategis pada perusahaan, kemudian mengolahnya kedalam bentuk
kuesioner riset SWOT, sebagai media pengumpulan data pada perusahaan.
Sehingga rancangan sistem manajemen kinerja yang dihasilkan, mampu menjadi
dasar bagi peningkatan kualitas dan daya saing bagi Premier Basko Hotel.
Premier Basko Hotel pada saat ini berada pada kuadran II (strengthweaknesses)
diagram analisis SWOT, sehingga perusahaan perlu menerapkan
strategi diversifikasi, sebagai strategi yang menghimpun kekuatan internal, dan
menghindari ancaman eksternal, dalam memanfaatkan peluang jangka panjang
perusahaan. Premier Basko Hotel juga memiliki 14 jenis alternatif strategi
dengan sasaran strategisnya masing-masing, 14 faktor pada Critical Success
Factors (CSF), 38 indikator pada Key Performance Indicators (KPI), dan 38
lembar form sistem manajemen kinerja Premier Basko Hotel, sebagai suatu
bentuk panduan bagi sistem manajemen kinerja Premier Basko Hotel.

ABSTRACT
Indonesia has a natural beauty and abundant cultural diversity, as the
advantages of tourism, which contributes greatly to the nation's economy. Padang
City as one of the Indonesian tourism, an administrative center of West Sumatra
which has a range of facilities, and tourist attraction. As the focus of economic
development and the city of Padang, the tourism sector in need of improvement
and enhancement of the object of study hospitality. The need for the performance
management system guides Premier Basko Hotel, due to the lack of specific
performance management system for hotels. So far, the hotel is only dependent on
profit targets, and classification of the PHRI class hotel, as the increase in hotel
establishment. Required some form of performance management system, which is
generated by considering the company's external and internal, in improving the
quality and competitiveness, from the perspective of financial and nonfinancial
companies. So the formulation of key performance indicators in the performance
management system Premier Basko Hotel, is expected to be a guide for hotel
performance management system, which is useful in strategic planning,
organizing, controlling, and evaluating the performance of Premier Basko Hotel
development.
Application of the method of SWOT analysis balanced scorecard,
performance management system design Premier Basko Hotel, has a superiority
analysis of both the strengths, weaknesses, opportunities and threats from the
perspective of financial, customer, internal business processes and learning and
growth. The method begins with the strategic information gathering interview at
the company, then process it into a form questionnaires SWOT research, as media
data collection company. So the design of the resulting system performance
management, able to become the basis for improving the quality and
competitiveness of the Premier Basko Hotel.
Premier Basko Hotel at this point is in quadrant II (strength-weaknesses)
SWOT analysis diagram, so the company needs to implement a diversification
strategy, a strategy that raise internal strength, and avoid external threats, take
advantage of opportunities in the long run the company. Premier Basko Hotel also
has 14 types of alternative strategies with strategic goals, respectively, 14 factors
on Critical Success Factors (CSF), 38 indicators on Key Performance Indicators
(KPIs), and 38 pieces forms of performance management system Premier Basko
Hotel, as a form of guidelines for the performance management system Premier
Basko Hotel.
