Abstract

Abstract The evaluation of potentials, internal and external factors analysis, and propose of developmental program of UNP in facing PT-BHMN using SWOT analysis was conducted. Primary data collected through questionnaire and secondary data that consisted of financial and planning of UNP is collected using UNP documents. The result showed that the condition of financial support from PNBP (non-tax national income) is not sufficient. Even though reliability, responsiveness, physical conditions, assurance, and empathy based on students' expectation are important, unfortunately most students of UNP feel disappointed with the university performance. The priority of UNP strategies were efficiency and productivity improvement and optimalization of commercial units. The priority of UNP developmental policy was to increase income generating of UNP, meanwhile the priority of UNP performance program was to increase cost effectiveness and the growth of financial resources by integrated quality control, proper test, and investment in commercial units. By using some assumptions, if those assumptions well fulfilled, UNP are ready to become autonomous university in 2012. Keywods: strategic planning, finance, PT-BHMN
