Abstract

Northren Sumatera of Irrigated Agriculture Sector of Project (NSIASP) Program’s is aim to increase continue agriculture of have irrigation by improving agriculture productivity through the make-up of the condition of irrigation network and improvement of capacities institute of pengelolan of existing irrigation. Cooperation Operational (KSO) in NSIASP form agreement of operational cooperation in order to execution of work of repair and improvement of irrigation network with contractor side as winner of tender with contractual form among GP3A with Contractor, Cooperation Operational (KSO) in NSIASP entangle 4 element which each other related one otherly: (1) University Of Rekruitment and Operational Tenaga Pendamping Petani (TPP), (2) Government (Project Manager Of Part A Rehabilitate and Upgrading Network Irrigation) (3) Private sector (Contractor), (4) Perkumpulan Petani Pemakai Air P3A) and of GP3A. Target of this research of : 1) description and analyse aspect institute of management of irrigation and identify factors which play a part in execution of operational cooperation (KSO) at Area Irrigation Gunung Nago Kanan Town Field program of NSIASP 2) description result of operational cooperation (KSO) to performance management of irrigation in program of NSIASP. This Research done/conducted in Town Field intentionally (purposive). Institute of management of irrigation at Gunung Nago Kanan of primary network and of sekunder that is Kimpraswil Fieldnical Executor unit of Area (Regional UPTD) of Gunung Nago II. Mounted operated by bevy of farmer of [user/ wearer] irrigate with amount 8 unit of P3A, 1 unit GP3A that is: P3A Kuranji, Korong Gadang,Sungai Sapiah, Kalumbuk, Gunung Sariak, Gurun Laweh and of P3A Surau Gadang.The operational cooperation represent enableness of P3A/GP3A in order to execution of Renewal Of Policy Of Irrigation Operating (PKPI) and support execution of management of partisipative irrigation and have succeeded to improve performance management of irrigation especially for the distribution of allocation and irrigate and also situation of irrigation network physical. But execution of operational cooperation (KSO) not yet earned to improve performance management of irrigation specially for the handling of conflict and conscription of resources and also organization organizer of irrigation. This matter caused not yet institute it formed organization and also process forming/egalize P3A and of GP3A process enableness in order to reinforcement of conducted institute do not continually and process execution of physical which at the same time with process enableness of field, properly enableness executed far before activity of physical conducted, to be farmer society understand responsibility and duty and also its condition have powered in reinforcement of institute.
